Fanor JOSEPH is a Ph.D. candidate in Sociology at the University of Antananarivo, Madagascar. He is a holder of a Master Degree in Environmental Economics and Natural Resources from the University of Los Andes Bogota, Colombia. He is also holding a Bachelor Degree in Statistics from Centre de Technique de Planification et d’Economie Appliquée (CTPEA), Port-au-Prince, Haiti. Fanor has More than fifteen years of progressive experience as Data manager, Credit officer, Lecturer of Statistics, M&E officer, Data Analysis and Use Specialist, Health Information Specialist, Technical Advisor for M&E and HMIS, Quality Improvement/M&E Advisor, and Senior M&E Advisor, M&E Director, Senor RHIS Resident Advisor in Haiti and Madagascar specifically in development programs such as Health Information System, Education, Nutrition, Human Rights particularly in USAID funded programs such as Health Information System Strengthening, M&E, Community based Information System for HIV/AIDS and PEPFAR programs. Fanor is engaged in implementing activities related to HMIS reform at Madagascar under USAID/Madagascar request, and he is the focal person in charge of coordinate the implementation of DHIS2 at Madagascar. He also worked on Database management, implementation of training for MOH and IPs staff, supports supervision for quality and timeliness of data, provide technical assistance in report writing and dissemination through publication. Fanor assist the Staff in the development of all project reports. He used to be a member of the DQA team to conduct Data Quality Audit in Haiti, Paraguay, Dominican Republic, and the Republic of Tanzania.
